По данным следствия, из-за злоупотребления полномочиями неустановленными лицами, выполняющими управленческие функции, связанные с соблюдением правил противопожарной безопасности на складе, произошел пожар, вследствие чего обрушилось здание склада, а также уничтожены хранившиеся на нем товары.
