А, всего-то, нужно воспользоваться опытом ведущих международных корпораций (а в этом плане государство ничем особенно от корпорации не отличается) и нанять профессиональных маркетологов, дать им собрать сильную команду, нанять креативные агентства, выделить бюджет под KPI, то можно было запускать такие проекты на потоке)
