Elsewhere, version 8.6 of Telegram integrates the in-app camera option into the gallery, while a new navigation bar gives quick access to photos, files, location sharing, and more. It is unclear who runs the account, although Russia's official Ministry of Foreign Affairs Twitter account promoted the Telegram channel on Saturday and claimed it was operated by "a group of experts & journalists."
