Update March 8, 2022: EFF has clarified that Channels and Groups are not fully encrypted, end-to-end, updated our post to link to Telegramโs FAQ for Cloud and Secret chats, updated to clarify that auto-delete is available for group and channel admins, and added some additional links. Also in the latest update is the ability for users to create a unique @username from the Settings page, providing others with an easy way to contact them via Search or their t.me/username link without sharing their phone number. Telegram has become more interventionist over time, and has steadily increased its efforts to shut down these accounts. But this has also meant that the company has also engaged with lawmakers more generally, although it maintains that it doesnโt do so willingly. For instance, in September 2021, Telegram reportedly blocked a chat bot in support of (Putin critic) Alexei Navalny during Russiaโs most recent parliamentary elections. Pavel Durov was quoted at the time saying that the company was obliged to follow a โlegitimateโ law of the land. He added that as Apple and Google both follow the law, to violate it would give both platforms a reason to boot the messenger from its stores. Given the pro-privacy stance of the platform, itโs taken as a given that itโll be used for a number of reasons, not all of them good. And Telegram has been attached to a fair few scandals related to terrorism, sexual exploitation and crime. Back in 2015, Vox described Telegram as โISISโ app of choice,โ saying that the platformโs real use is the ability to use channels to distribute material to large groups at once. Telegram has acted to remove public channels affiliated with terrorism, but Pavel Durov reiterated that he had no business snooping on private conversations. The last couple days have exemplified that uncertainty. On Thursday, news emerged that talks in Turkey between the Russia and Ukraine yielded no positive result. But on Friday, Reuters reported that Russian President Vladimir Putin said there had been some โpositive shiftsโ in talks between the two sides.
