Вице-спикер Госдумы Борис Чернышов (ЛДПР) отметил, что в 2023 году в Госдуму уже вносили похожий проект, но он не был рассмотрен из-за юридических недочётов. По словам депутата, они были учтены, и документ будет внесён повторно в доработанном виде.
