Первый зампред Комитета по науке и высшему образованию Олег Смолин в комментарии для Дума ТВ отметил, что каждый рубль, юань или доллар, вложенный в развитие науки, в перспективе даёт четыре рубля, юаня или доллара.
«Нужно исполнить указ президента № 309, который предусматривает увеличение расходов на науку к 2030 году до 2% ВВП, причём половина расходов должна быть из федерального бюджета. А, по данным Минфина, с 2021 по 2027 год расходы на науку от ВВП не растут, а остаются на уровне 0,3%. То есть исполнение указа президента, судя по данному бюджету, под угрозой», — заявил депутат.
Кроме этого, считает Смолин, нужно провести дебюрократизацию науки и дать бизнесу возможность вкладывать средства в научные разработки.
