Они работают не ради денег, но вы можете простимулировать людей, у которых есть обязательства перед семьями. Всё таки огромные деньги выделены из гос.бюджета.
Ну или направить человека из администрации, для какой- либо координации между добровольцами и мэрией, на этом пункте?
