Подозреваемыми по делу стали экс-председатель правительства Самарской области Виктор Кудряшов, экс-министры строительства Николай Плаксин и Михаил Асеев, а также бывший министр финансов Андрей Прямилов.
Депутат Александр Хинштейн настаивает, что главным среди «иных лиц» должен оказаться бывший губернатор Самарской области Дмитрий Азаров.
