Его председатель Дмитрий Кобылкин отметил, что проведена большая подготовительная работа: «...собирались за круглым столом с участниками рынка и органами власти, получали обратную связь от жителей регионов, отмечали плюсы и минусы реформы и определяли круг задач, которые необходимо решить для достижения ее целей на данном этапе».
