Можно ли применять постановление КС РФ от 25.04.2019 № 19-П в теплоснабжении
На это постановление зачастую ссылаются владельцы тепловых сетей, не соответствующие критериям ТСО, в обоснование якобы обязанности теплоснабжающих организаций по компенсации расходов владельцев на содержание сетей.
