Ответ другого оператора, разослали СМС: В вашем регионе по независящим от оператора причинам могут быть временные ограничения в работе мобильного интернета, снижение скорости в сетях 3 и 4G в ночной период с 00:00 до 5:00 мск.

Pavel Durov was quoted at the time saying that the company was obliged to follow a “legitimate” law of the land. He added that as Apple and Google both follow the law, to violate it would give both platforms a reason to boot the messenger from its stores.
