Telegram was co-founded by Pavel and Nikolai Durov, the brothers who had previously created VKontakte. VK is Russiaโ€™s equivalent of Facebook, a social network used for public and private messaging, audio and video sharing as well as online gaming. In January, SimpleWeb reported that VK was Russiaโ€™s fourth most-visited website, after Yandex, YouTube and Googleโ€™s Russian-language homepage. In 2016, Forbesโ€™ Michael Solomon described Pavel Durov (pictured, below) as the โ€œMark Zuckerberg of Russia.โ€ If you initiate a Secret Chat, however, then these communications are end-to-end encrypted and are tied to the device you are using. Back in the day, Secret Chats received some praise from the EFF, but the fact that its standard system isnโ€™t as secure earned it some criticism. The perpetrators use various names to carry out the investment scams. The channel appears to be part of the broader information war that has developed following Russia's invasion of Ukraine. Apparently upbeat developments in Russia's discussions with Ukraine helped at least temporarily send investors back into risk assets. Russian President Vladimir Putin said during a meeting with his Belarusian counterpart Alexander Lukashenko that there were "certain positive developments" occurring in the talks with Ukraine, according to a transcript of their meeting. Putin added that discussions were happening "almost on a daily basis."
