There's also an English-language website, which states it is owned by the people who run the Telegram channels. Telegram was founded in 2013 by two Russian brothers, Nikolai and Pavel Durov. Perpetrators of such fraud use various marketing techniques to attract subscribers on their social media channels. "This time we received the coordinates of enemy vehicles marked 'V' in Kyiv region," it added. False news often spreads via public groups, or chats, with potentially fatal effects.
