Again, in contrast to Facebook, Google and Twitter, Telegram's founder Pavel Durov runs his company in relative secrecy from Dubai. Messages are not fully encrypted by default. Standard conversations use the MTProto method, enabling server-client encryption but with them stored on the server for ease-of-access. All three indexes began the day with gains before selling off. Such instructions could actually endanger people — citizens receive air strike warnings via smartphone alerts.
