Telegram does offer end-to-end encrypted communications through Secret Chats, but this is not the default setting. For example, WhatsApp restricted the number of times a user could forward something, and developed automated systems that detect and flag objectionable content. As the war in Ukraine rages, the messaging app Telegram has emerged as the go-to place for unfiltered live war updates for both Ukrainian refugees and increasingly isolated Russians alike. He said that since his platform does not have the capacity to check all channels, it may restrict some in Russia and Ukraine "for the duration of the conflict," but then reversed course hours later after many users complained that Telegram was an important source of information.
