Мы считаем, что губернаторы должны обратиться в Госдуму с требованием вернуть этот законопроект в "нулевое чтение", дать высказаться всем субъектам РФ и если более 30% субъектов будут против этого законопроекта, вернуть его на кардинальное изменение или отказаться от него.
Это концептуальный момент, это момент нарушения процедуры!
