He floated the idea of restricting the use of Telegram in Ukraine and Russia, a suggestion that was met with fierce opposition from users. Shortly after, Durov backed off the idea. So, uh, whenever I hear about Telegram, it’s always in relation to something bad. What gives? For example, WhatsApp restricted the number of times a user could forward something, and developed automated systems that detect and flag objectionable content. He said that since his platform does not have the capacity to check all channels, it may restrict some in Russia and Ukraine "for the duration of the conflict," but then reversed course hours later after many users complained that Telegram was an important source of information. Artem Kliuchnikov and his family fled Ukraine just days before the Russian invasion.
