Telegram was founded in 2013 by two Russian brothers, Nikolai and Pavel Durov. Some privacy experts say Telegram is not secure enough In 2018, Russia banned Telegram although it reversed the prohibition two years later. It is unclear who runs the account, although Russia's official Ministry of Foreign Affairs Twitter account promoted the Telegram channel on Saturday and claimed it was operated by "a group of experts & journalists." The regulator said it had received information that messages containing stock tips and other investment advice with respect to selected listed companies are being widely circulated through websites and social media platforms such as Telegram, Facebook, WhatsApp and Instagram.
