Она предполагает возведение 19 детских садов на 3,6 тысячи мест, 19 школ для 9 тысяч учеников, 108 объектов здравоохранения, 28 объектов культуры и 61 объекта газификации. 107 миллиардов рублей на эти цели поступит из областного бюджета, еще 54,1 миллиарда рублей будет направлено из федерального бюджета.
