Білецький був заступником Кулеби, ще коли той очолював Київську ОДА. З переходом Кулеби в Офіс президента Білецький залишився в ОДА під керівництвом Руслана Кравченка.
Однак нині екс-заступник Єрмака підтягує свої кадри у Мінрегіон, який він нещодавно очолив.

Messages are not fully encrypted by default. That means the company could, in theory, access the content of the messages, or be forced to hand over the data at the request of a government.
