Согласно предыдущему указу президента, оператор нефтегазового проекта заменен с ExxonNeftegasLtd. на российское ООО. Новый оператор «Сахалина-1» зарегистрирован в Южно-Сахалинске, единоличным исполнительным органом является АО «Сахалинморнефтегаз-Шельф».
У Exxon было 30%, остальные держатели акций, включая японскую SODECO (30%) и индийскую ONGC (20%), остались в проекте. В соответствии с указом Путина, «отказная» доля подлежит оценке и последующей продаже российскому юридическому лицу, соответствующему критериям, которые определяются правительством России.
