В документе много всего, важно что они промоутируют отход от чистого определения Open Data и говорят о новом (старом) подходе Data Commons с разными моделями доступа к данным.

С точки зрения многих в открытых данных всё это звучит как размывание открытости, но с точки зрения практики ИИ в этом есть логика.

Telegram has become more interventionist over time, and has steadily increased its efforts to shut down these accounts. The Security Service of Ukraine said in a tweet that it was able to effectively target Russian convoys near Kyiv because of messages sent to an official Telegram bot account called "STOP Russian War." "There is a significant risk of insider threat or hacking of Telegram systems that could expose all of these chats to the Russian government," said Eva Galperin with the Electronic Frontier Foundation, which has called for Telegram to improve its privacy practices. "Russians are really disconnected from the reality of what happening to their country," Andrey said. "So Telegram has become essential for understanding what's going on to the Russian-speaking world."
