Если по указанному номеру телефона можно найти аккаунт пользователя, то вам будет предложено написать или позвонить ему в Telegram. Кроме того, мессенджер отобразит профиль этого человека, а также позволит скопировать номер.
Если же отыскать пользователя в Telegram по номеру не удастся, то вам будет предложено отправить ему приглашение присоединиться к Telegram, либо связаться с этим человеком по сотовой связи.

Putin added that discussions were happening "almost on a daily basis."
