Проблема в том, что самостоятельно, без пинка надзорного органа, муниципалитеты за рееедким исключением не стремятся выявлять и ликвидировать мусорные кучи на своей территории. И это происходит повсеместно. Так что что-то необходимо менять на уровне местного самоуправления. Ну или выдать уже прокурорам палку-напоминалку, чтобы один ее вид служил процессу "обновления памяти".
