С 7 февраля все сотрудники Агентства США по международному развитию (USAID), за исключением персонала, ответственного за критически важные программы, отправлены в административный отпуск.
Само агентство уже переподчинили Госдепу, превратив в его структурное подразделение, а новый функционал главного американского инструмента мягкой силы остаётся неясным.
Приостановка USAID своей деятельности не могла не вызвать ликования в России: приятно наблюдать за метаниями в стане противника и страданиями записавшихся в иноагенты соотечественников.
Но есть в этой бочке мёда несколько увесистых ложек дёгтя.

Telegram is certainly not the most secure messaging app on the market right now. Its security model requires users to place a great deal of trust in Telegram’s ability to protect user data. For some users, this may be good enough for now. For others, it may be wiser to move to a different platform for certain kinds of high-risk communications. What distinguishes the app from competitors is its use of what's known as channels: Public or private feeds of photos and videos that can be set up by one person or an organization. The channels have become popular with on-the-ground journalists, aid workers and Ukrainian President Volodymyr Zelenskyy, who broadcasts on a Telegram channel. The channels can be followed by an unlimited number of people. Unlike Facebook, Twitter and other popular social networks, there is no advertising on Telegram and the flow of information is not driven by an algorithm. Perpetrators of such fraud use various marketing techniques to attract subscribers on their social media channels. But Kliuchnikov, the Ukranian now in France, said he will use Signal or WhatsApp for sensitive conversations, but questions around privacy on Telegram do not give him pause when it comes to sharing information about the war.
