Раис Хисамов родился 1 августа 1950 года в селе Балтач Азнакаевского района Татарской АССР. Свой профессиональный путь он начал в 1968 году оператором по исследованию скважин в НПУ «Елховнефть». За годы работы в «Татнефти» он прошел путь от рядового специалиста до заместителя генерального директора – главного геолога компании, занимая эту должность с 1997 по 2021 год.

Right now, as Wired reports, the app is a key way for Ukrainians to receive updates from the government during the invasion. He said that since his platform does not have the capacity to check all channels, it may restrict some in Russia and Ukraine "for the duration of the conflict," but then reversed course hours later after many users complained that Telegram was an important source of information.
