21 ноября США ввели санкции против более чем 50 банков и 40 регистраторов и депозитариев. Самый часто задаваемый 22 ноября вопрос – а остались ли ещё в России регистраторы, которые не попали в санкционный список?
Мы проверили – больше ни одного не осталось. Все (31) имеющиеся в России теперь в SDN.
Это следствие издания указа🇷🇺 Президента от 2 октября № 840 «О временном порядке учета некоторых ценных бумаг», который разрешил переводить учитываемые в НРД ценные бумаги напрямую к регистратору соответствующего эмитента. Об этом прямо говорится в ответе OFAC на часто задаваемые вопросы №1197.

The last couple days have exemplified that uncertainty. On Thursday, news emerged that talks in Turkey between the Russia and Ukraine yielded no positive result. But on Friday, Reuters reported that Russian President Vladimir Putin said there had been some “positive shifts” in talks between the two sides. Right now the digital security needs of Russians and Ukrainians are very different, and they lead to very different caveats about how to mitigate the risks associated with using Telegram. For Ukrainians in Ukraine, whose physical safety is at risk because they are in a war zone, digital security is probably not their highest priority. They may value access to news and communication with their loved ones over making sure that all of their communications are encrypted in such a manner that they are indecipherable to Telegram, its employees, or governments with court orders. The perpetrators use various names to carry out the investment scams. They may also impersonate or clone licensed capital market intermediaries by using the names, logos, credentials, websites and other details of the legitimate entities to promote the illegal schemes. Following this, Sebi, in an order passed in January 2022, established that the administrators of a Telegram channel having a large subscriber base enticed the subscribers to act upon recommendations that were circulated by those administrators on the channel, leading to significant price and volume impact in various scrips. Artem Kliuchnikov and his family fled Ukraine just days before the Russian invasion.
