Half a year later, we are resuming our series of notes on Kostamus authored together with Mikhail Arkhipov.

Masterplans of the future town were developed by Soviet institutes including Leningrad Research Institute for Urban Planning, which played a central role in this process. The plan was designed by Evgeniya S. Sitnikova. At the same time, a significant portion of planning assignments were outsourced to Finstroy, a Finnish joint-stock company. Finland was also responsible for the supply of building materials. Hence, at its birth, Kostamus looked exaclty like an average Finnish town.

Sovetskaya Ul. was one of the first streets to be built in Kostamus. The street is flanked by a chain of a few architecturally significant buildings such as Kostamus’s first pre-fabricated blocks of flats, an outpatient care center and a shopping mall, both designed specifically for Kostamus, and the Druzhba (Friendship) memorial that commemorates the completion of the town and its ore-processing plant.

In 2014, Pavel Durov fled the country after allies of the Kremlin took control of the social networking site most know just as VK. Russia's intelligence agency had asked Durov to turn over the data of anti-Kremlin protesters. Durov refused to do so. "He has kind of an old-school cyber-libertarian world view where technology is there to set you free," Maréchal said. Official government accounts have also spread fake fact checks. An official Twitter account for the Russia diplomatic mission in Geneva shared a fake debunking video claiming without evidence that "Western and Ukrainian media are creating thousands of fake news on Russia every day." The video, which has amassed almost 30,000 views, offered a "how-to" spot misinformation. Telegram, which does little policing of its content, has also became a hub for Russian propaganda and misinformation. Many pro-Kremlin channels have become popular, alongside accounts of journalists and other independent observers. Since its launch in 2013, Telegram has grown from a simple messaging app to a broadcast network. Its user base isn’t as vast as WhatsApp’s, and its broadcast platform is a fraction the size of Twitter, but it’s nonetheless showing its use. While Telegram has been embroiled in controversy for much of its life, it has become a vital source of communication during the invasion of Ukraine. But, if all of this is new to you, let us explain, dear friends, what on Earth a Telegram is meant to be, and why you should, or should not, need to care.
