Just fyi, Google backup restore is working now, but remember, don't restore backup files if you have this scenario:
You are dirty flashing this build (3 September 2023) from older build (10 August 2023 or older), and then the network restriction settings are not working properly (like the network restriction slider already off but network still works), after that you are creating backup from this point. Restoring backup from that point will causing the setup fail since it will also restore the broken network restriction settings and it causing setup wizard losing the network capabilitesand also other apps too.
Tl;dr: Google Backup & Restore is working now, but only restore backup made from prior build (10 August 2023 or earlier), or from clean flashed state of 3 September 2023 build.

Russian President Vladimir Putin launched Russia's invasion of Ukraine in the early-morning hours of February 24, targeting several key cities with military strikes. These entities are reportedly operating nine Telegram channels with more than five million subscribers to whom they were making recommendations on selected listed scrips. Such recommendations induced the investors to deal in the said scrips, thereby creating artificial volume and price rise. The regulator said it had received information that messages containing stock tips and other investment advice with respect to selected listed companies are being widely circulated through websites and social media platforms such as Telegram, Facebook, WhatsApp and Instagram. "There are a lot of things that Telegram could have been doing this whole time. And they know exactly what they are and they've chosen not to do them. That's why I don't trust them," she said. The regulator said it has been undertaking several campaigns to educate the investors to be vigilant while taking investment decisions based on stock tips.
