По словам Мазепина, план предполагает, что американская или другая нероссийская компания, "выбранная из числа трех или четырех ведущих международных трейдеров", закупит аммиак в России и поставит его через Украину в порт Одессы, откуда он будет экспортирован по Черному морю.
Ранее Украина заявила, что транзит возможен только при условии обмена пленными по формуле "всех на всех". Как сообщал Reuters, в условия продленной зерновой сделки не входил экспорт российского аммиака.
