В то же время Брюссель можно понять. Он выделяет деньги Киеву и Кишиневу на закупки газа и электроэнергии, причем возврат этих средств, судя по всему, не планируется. Поэтому де-факто энергорынки этих двух стран уже в ЕС, осталось только оформить это де-юре, чтобы заставить Украину и Молдавию платить по счетам.
