The original Telegram channel has expanded into a web of accounts for different locations, including specific pages made for individual Russian cities. There's also an English-language website, which states it is owned by the people who run the Telegram channels. But because group chats and the channel features are not end-to-end encrypted, Galperin said user privacy is potentially under threat. On Feb. 27, however, he admitted from his Russian-language account that "Telegram channels are increasingly becoming a source of unverified information related to Ukrainian events." For example, WhatsApp restricted the number of times a user could forward something, and developed automated systems that detect and flag objectionable content. The regulator said it has been undertaking several campaigns to educate the investors to be vigilant while taking investment decisions based on stock tips.
