But Telegram's use as a one-way broadcast channel — which followers can join but not reply to — means content from inauthentic accounts can easily reach large, captive and eager audiences. In 2020, officials ordered Telegram to pay a fine of $18.5 million and hand back much of the cash that it had raised. But because group chats and the channel features are not end-to-end encrypted, Galperin said user privacy is potentially under threat. Oleksandra Matviichuk, a Kyiv-based lawyer and head of the Center for Civil Liberties, called Durov’s position "very weak," and urged concrete improvements. The fake Zelenskiy account reached 20,000 followers on Telegram before it was shut down, a remedial action that experts say is all too rare.
