В эту цифру входят:
- 12715 человек, испортивших бюллетени;
- 2670 человек, которые украли бюллетени;
- 36332 человека, проголосовавших за Владислава Даванкова;
- 34828 человек, проголосовавших за Николая Харитонова;
- 28217 человек, проголосовавших за Леонида Слуцкого.
