On Telegram’s website, it says that Pavel Durov “supports Telegram financially and ideologically while Nikolai (Duvov)’s input is technological.” Currently, the Telegram team is based in Dubai, having moved around from Berlin, London and Singapore after departing Russia. Meanwhile, the company which owns Telegram is registered in the British Virgin Islands. Russian President Vladimir Putin launched Russia's invasion of Ukraine in the early-morning hours of February 24, targeting several key cities with military strikes. Groups are also not fully encrypted, end-to-end. This includes private groups. Private groups cannot be seen by other Telegram users, but Telegram itself can see the groups and all of the communications that you have in them. All of the same risks and warnings about channels can be applied to groups. As such, the SC would like to remind investors to always exercise caution when evaluating investment opportunities, especially those promising unrealistically high returns with little or no risk. Investors should also never deposit money into someone’s personal bank account if instructed. The SC urges the public to refer to the SC’s I nvestor Alert List before investing. The list contains details of unauthorised websites, investment products, companies and individuals. Members of the public who suspect that they have been approached by unauthorised firms or individuals offering schemes that promise unrealistic returns
