От себя добавлю, что ТСЖ несколько рисковало. Знаю случаи (по другим вопросам), когда прокуратура в ответ на обращение того, кто управляет домом, применяла меры реагирования в отношении самого заявителя, считая именно его ответственным за то, на что он жаловался.
