Очевидно ведь: для великих задач, для решения которых требуется концентрация дефицитного ресурса - необходима вертикальная модель управления; для местных (локальных) задач, для решения которых не требуется концентрации ресурса в масштабах всей страны - эффективней распределенное по местам (регионам, городам) и объектам управление. The initial signals were promising, especially given Telegram’s user base is already fairly crypto-savvy. Similarly, on April 17th, the Moscow Times quoted Durov as saying that he quit the company after being pressured to reveal account details about Ukrainians protesting the then-president Viktor Yanukovych.
