В начале февраля губернатор Приморья Олег Кожемяко сообщал, что в регионе начинают формировать боевой отряд дружинников из участников войны в Украине. Отряд «Тигр» жители Приморья называют личным отрядом Олега Кожемяко.
В ноябре 2023 года Ефремов был награжден знаком «Герой Приморья», он возглавлял «Тигр» со дня его основания. В конце января этого года в правительстве Приморского края опровергали информацию о назначении Ефремова вице-губернатором, пишут местные СМИ.
Ранее Ефремов занимал пост первого вице-мэра Уссурийска. Он курировал управления имущественных отношений, закупок и градостроительства.
