В результате вместо правил согласование изображений и надписей по сути получился список запретов. К кому и с чем должны обращаться инициаторы новых граффити из документа непонятно. Желающих украсить серые здания красивыми изображениями авторы правил отослали к паспортам фасадов конкретных объектов.
