В нынешнем созыве Госдумы Марков является заместителем председателя комитета по экологии, природным ресурсам и охране окружающей среды.
Депутату 51 год, он родом из Тюменской области. В 1990-е гг. работал на разных должностях в банках в регионе. В 1999 г. перешел на работу в администрацию ХМАО. Затем работал в частных компаниях.
С 2011 г. был депутатом думы ХМАО от партии ЛДПР. В том же году избрался депутатом Госдумы по списку партии от ЛДПР. Затем избирался в Госдуму в 2016 г. Тогда в нижнюю палату не прошел. Но в 2019 г. ему был передан вакантный депутатский мандат Владимира Сысоева от ЛДПР.
