Семенов работал в Минтрансе с 2009 года. Был заместителем, а затем и директором департамента развития ведомства. С 4 октября 2018 года стал заместителем министра по части цифровизации транспортного комплекса. Был освобожден от должности по собственной просьбе осенью 2020 года.

He added that as Apple and Google both follow the law, to violate it would give both platforms a reason to boot the messenger from its stores. After fleeing Russia, the brothers founded Telegram as a way to communicate outside the Kremlin's orbit. They now run it from Dubai, and Pavel Durov says it has more than 500 million monthly active users. "Your messages about the movement of the enemy through the official chatbot … bring new trophies every day," the government agency tweeted.
