The Security Service of Ukraine said in a tweet that it was able to effectively target Russian convoys near Kyiv because of messages sent to an official Telegram bot account called "STOP Russian War." Telegram was founded in 2013 by two Russian brothers, Nikolai and Pavel Durov. "There are several million Russians who can lift their head up from propaganda and try to look for other sources, and I'd say that most look for it on Telegram," he said. "And that set off kind of a battle royale for control of the platform that Durov eventually lost," said Nathalie MarΓ©chal of the Washington advocacy group Ranking Digital Rights. "He has kind of an old-school cyber-libertarian world view where technology is there to set you free," MarΓ©chal said.
