Half a year later, we are resuming our series of notes on Kostamus authored together with Mikhail Arkhipov.

Masterplans of the future town were developed by Soviet institutes including Leningrad Research Institute for Urban Planning, which played a central role in this process. The plan was designed by Evgeniya S. Sitnikova. At the same time, a significant portion of planning assignments were outsourced to Finstroy, a Finnish joint-stock company. Finland was also responsible for the supply of building materials. Hence, at its birth, Kostamus looked exaclty like an average Finnish town.

Sovetskaya Ul. was one of the first streets to be built in Kostamus. The street is flanked by a chain of a few architecturally significant buildings such as Kostamus’s first pre-fabricated blocks of flats, an outpatient care center and a shopping mall, both designed specifically for Kostamus, and the Druzhba (Friendship) memorial that commemorates the completion of the town and its ore-processing plant.

On Telegram’s website, it says that Pavel Durov “supports Telegram financially and ideologically while Nikolai (Duvov)’s input is technological.” Currently, the Telegram team is based in Dubai, having moved around from Berlin, London and Singapore after departing Russia. Meanwhile, the company which owns Telegram is registered in the British Virgin Islands. There was another possible development: Reuters also reported that Ukraine said that Belarus could soon join the invasion of Ukraine. However, the AFP, citing a Pentagon official, said the U.S. hasn’t yet seen evidence that Belarusian troops are in Ukraine. Russians and Ukrainians are both prolific users of Telegram. They rely on the app for channels that act as newsfeeds, group chats (both public and private), and one-to-one communication. Since the Russian invasion of Ukraine, Telegram has remained an important lifeline for both Russians and Ukrainians, as a way of staying aware of the latest news and keeping in touch with loved ones. "There are several million Russians who can lift their head up from propaganda and try to look for other sources, and I'd say that most look for it on Telegram," he said. "For Telegram, accountability has always been a problem, which is why it was so popular even before the full-scale war with far-right extremists and terrorists from all over the world," she told AFP from her safe house outside the Ukrainian capital.
