False news often spreads via public groups, or chats, with potentially fatal effects. Perpetrators of these scams will create a public group on Telegram to promote these investment packages that are usually accompanied by fake testimonies and sometimes advertised as being Shariah-compliant. Interested investors will be asked to directly message the representatives to begin investing in the various investment packages offered. It is unclear who runs the account, although Russia's official Ministry of Foreign Affairs Twitter account promoted the Telegram channel on Saturday and claimed it was operated by "a group of experts & journalists." "Your messages about the movement of the enemy through the official chatbot … bring new trophies every day," the government agency tweeted. Telegram was founded in 2013 by two Russian brothers, Nikolai and Pavel Durov.
