Ну, и «молодцы» у нас городские власти. Люди активно жалуются на холод в домах, болеют дети, болеют взрослые, а мы чего-то всё ждём. Причём, если говорить про среднюю температуру, то их ключевые 8 градусов были. Но даже не в этом дело, дело в том, что и правда холодно. Зато администрация советует автолюбителям переобуться.
Мораль сей басни такова - надо больше считывать настроения жителей и стараться улучшить их жизнь. А не тупо следовать бумажкам. Кстати, если говорить о ГОСТах, всегда есть возможность и включить отопление раньше, но не на всю мощность. Просто очередная недоработка и провал ответственных.
