"Произошло изменение парадигмы, мышления. Если в начале года еще у разных стран господствовало обращение к России — "заплатите нам, дайте нам что-либо, чтобы мы были вашими союзниками" — то сейчас мы переходим в логику, что самой большой ценностью в мире в ближайшие годы становится вопрос безопасности.
И теперь не Россия должна что-то давать, а страны должны дать России, чтобы Россия обеспечила им безопасность в условиях войн, катастроф.
И вот то, что сама тональность прошедшего саммита СНГ изменилась — это на самом деле очень показательно. И это очень положительный момент, что это понимание приходит. Это, можно сказать, один из важнейших итогов года".
