"...Региональные операторы, получающие в сумме сотни миллиардов рублей доходов, оказались никому не подотчетны. В итоге, то, что должно было стать реформой, оказалось больше похоже на деградацию и регресс...".
Скажем даже больше, мусорные регоператоры стали прибежищем криминального бизнеса, откровенного воровства. В Бурятии, к примеру, регоператор больше похож на "черную кассу" правительства республики.
