Честно, очень криво, я потратила час на поиски.
1. Зайти на сайт РКН по ссылке. Да, форма там не откроется, я нашла ее только после слов «персональных страниц», введеных в поле поиска и никак иначе. 2. Далее добавить ссылку на канал и вам покажет заветное: да или нет.
PS. Кому-то уже пришло уведомление от них с персональной ссылкой)

Groups are also not fully encrypted, end-to-end. This includes private groups. Private groups cannot be seen by other Telegram users, but Telegram itself can see the groups and all of the communications that you have in them. All of the same risks and warnings about channels can be applied to groups.
