Должность заместителя главы администрации города по внутренней политике введена по итогам сессии Пензенской городской Думы 25 октября. Тогда депутаты поддержали внесение изменений в структуру городской администрации.
Андрей Шиганков будет координировать работу отделов организационно-контрольной работы, информационно-аналитического обеспечения, а также отдела по профилактике правонарушений и работе с общественными объединениями и религиозными организациями. С 2014 работал в правительстве Пензенской области.
