Пилотировал лётчик-испытатель Игорь Иванович Гудков. Серийное производство началось осенью 1994 года на Луховицком машиностроительном заводе, входящем в объединение МАПО-МиГ. За период с 1997 по 2007 год было выпущено 66 самолётов. В 1996 году Ил-103 первым из самолётов своей категории получил сертификат типа Межгосударственного авиационного комитета стран СНГ, а в 1998-м был сертифицирован в США.
